It's not just a Kodi thing.
It's a Player, similar to other Players like the Perfect Player or Playlist loader Player, basically.
You can Play your rocket or iptv66 m3u playlist file thru that Player.
I have not found a way to load a m3u playlist thru USB yet thou But I did get the .apk loaded.
This one can also be side loaded on some androids. That cuts out the need for Google Playstore, if you prefer.
I do not recall if the Avov you have can side load but I think it can.
Download the Player .apk from the site. Transfer it to a USB drive.Insert into AVov and find the file and see if it will load.
You will also need the Playlist URL
You would enter that onto the Player, once you get the Player opened.
No sure about USB method yet thou, there is sdCard option, but not USB as I see yet.

How are you loading the iptv66 Playlist onto the progtv Player?
Or are you using the Playlist's URL ?

The m3u list file does take too but hard to get it to continue correctly from this point... so far

fact is that you should not just wait till your stb emu miraculously starts working. You gotta delve a bit deeper and try other methods.... maybe an updated version or a authentic version of stb emu or other methods totally.
