You apply with a VISA bank and you get one.

Wow that's gonna be a hassle going to my local bank for an international card.If that's the case to buy directly from the website ,I guess we have no choice since PayPal is not accepted.

Just use a regular Visa card. No pre-paid cards work internationally.
