They used to reboot there system at 5pm eastern time, every day (to initiate any changes, probably).
RT news is a remote channel that does not come from the Servers.
*Al Jazeera, CBSNews, Weather Network, Bloomberg, most of the Local affiliates etc., are all Remotes, and are always available.
