english subtitles with english audio, yup.
Someone has embedded an SRT file into the program.
On-line channels are not directly from original source (BBC in this case), but they come from many sources and this days programing musta come from a source that likes to embed that SRT file (subtitles).

Those sub titles have been there since that stream came up.
