It's a small program used to time correct schedules pulled by WebGrabPlus. WebGrab scrapes schedule info from websites, which may or may not have their schedule set for your timezone, in particular those in far off places like Malaysia... they may only show the programs in their time zone because the website doesn't expect North Americans or Europeans to watch their satellite signal.

It's best to first learn about WebGrab , then use this in your local grab only if you actually need it. See the xmltv development thread for more info about mc2xml and webgrab, and you can roll your own... so to speak.
