version 1.9.9-r3 is not installing.
I am getting a message

Well, then you could try installing an earlier version first. Or install the repo first and then do an install from repo in Kodi.
Or
You could look in the kodi.log and find which script module is missing and install that module first. (looks like that would be: script.module.requests and script.module.urlresolver) If you have other installs of Kodi and addons, then you will most likely already have these and you could just copy them to a usb and transfer them to your stick and then restart Kodi and do the Potato TV install. :)

I'm pretty sure I needed to add current version of URL Resolver I got it from super repo that fixed it for me

Sometimes you can find these files in the addons/packages directory.

I thought everyone here has already had Exodus (or SALTS or any similar web-grabber addon) installed within their Kodi
