Um... Why?
may be some kind of suspicious activity was performed with your ip by someone and system banned your ip. this is just my guess but only moderators can answer you better.

Nothing to do with anything you may have done. I have notified administration about this earlier.
Till this is rectified, use a VPN when this happens, or if it happens again

It happens to me when I'm surfing offline. It seems like a glitch, from my perspective, it's when your going between pages/threads to quickly. That usually how my IP gets "banned", when i see that page I wait about 15-30 seconds and refresh and it continues to work fine it I navigate slower.

To add the Web page you are currently viewing to your Favorites list and then make it available for offline viewing, follow these steps in Internet Explorer:
- On the Favorites menu, click Add To Favorites.
- Click the Make Available Offline check box to select it, and then click OK.
To make an existing favorite Web page available for offline viewing, follow these steps in Internet Explorer:
- On the Favorites menu, click Organize Favorites.
- Click the Web page you want to make available offline.
- Click the Make Available Offline check box to select it, and then click Close.
