The apps needs the following features to make it near perfect.

ALL LIVE STREAMS (not just ones recorded by the provider)
Pause / Resume (so you walk away and pick up where you left off)
Skip Back (to quickly see something again like Instant Replay)
Skip Forward (to go forward and eventually resume Live Stream after skipping back)

    RECORDING
Background persistence so that if you close the TV app, scheduled recordings will still occur. They don't if you close the TV app.
Ability to create custom schedules, Mon-Fri, certain days only, etc.

It doesn't have to be. It can be whatever is programmed into the Buzz box. Once the stream hits the box it's up to the box on what it does with it. If the Buzz is programmed to put the stream on a hard drive for the purpose of DVR capabilities it can be done if programmed to do so. The server has nothing to do with that.

I know for a fact that when the buzz launcher is closed by hitting the power button on the remote, it closes all apps. That is what is in the permissions and I think it should be rectified

Because you are doing that on channels that have streams recorded by the provider. Try doing that on a channel that isn't, for example, International channels on a South American IPTV provider. The BOX has to be able to do this in these cases, as the stream isn't recorded by the provider. Essentially, the box will have to start recording as soon as you have changed channels REGARDLESS of whether or not you have started to record the stream. This is how PVR's function on Bell/DishNetwork/etc. They create a storage buffer.
