When I download vlc player from Playstore it doesn't work with Rocket.

nvidia shield tv for one.
"Perfect Player" works great though and so does kodi

It doesn't work on its own on android(from what I have experienced). It can work as an external player if you couple it with an app that will handle the "difficult stuff". I use an app called IPTV. Perfect player also works well.
