I don't know what exactly you're doing but the it's a weird error
fyi, I've just tried to install my latest addon(v1.3.1) on a fresh installed kodi krypton 17.1
it has no addons except mine
and I haven't got the same issue as yours... eveything is running properly

fyi, it doesn't matter if you choose not to run the auto token-generator
my addon was designed to detect if the valid token exists or not
if not, the addon will generate a new valid token automatically, when you click the IPTV or VOD menu
maybe you could try to delete all cache files in Kodi/userdata/addon_data/plugin.video.potatoTV/[your_portal] manually
using your o/s filemanager (android: es explorer)

then you could click the iptv or vod menu directly without performing the clear caches

I really don't know what exactly happened with your kodi
and I think the other addons have nothing to do with your error
but for the the best shot,
you could also try these following tricks:
- quit kodi
- rename your kodi data directory (backup dir)

- quit kodi
- re-rename your prev. kodi data directory (backup dir) with its original name
