Basically, Kodi tried to get a response from the server and decided to give up after waiting for what it considered an adequate amount of time. Sometimes an ISP blocks the traffic. Make sure all of your information is entered correctly. If worse comes to worst, you can experiment with a VPN to get around ISP interference.

uninstall iptv stalker...then.clear cache in Kodi.........Now reinstall iptv stalker.input your info......now try it............

Have you tried PVR Stalker client just to see if it has an issue?
