Try narrowing the problem down. Go to the website via computer, throw a flash drive in that's formatted W/ Fat32, (if your computer won't format fat32, the fire tv will, do it there) and go to the website and save the repo or stalker plus to the drive. Eject it. Pop it in the fire. Open Kodi, go to install from zip, look for the name of your drive and try installing that way. If it won't, you know it's probably not on their end, more likely yours. Since you say everything else downloads fine...... This should work.

Edit: missed the bit about trying on a PC . Sorry.

if you are using a computer with windows here is how i would install a plugin on a fire tv.first i would make sure both the computer and the fire tv are on the same network and both wired using ethernet cables (wifi may work).i would put the zipped plugin in a shared folder on the computer, then i would start kodi on the fire tv go to settings, then to addons, then to install from zip then down to windows network SMB click on that and you should be able to see your computer and then go to the shared folder you put the zipped plugin in and click the zip plugin and it should install

Don't feel bad, hees, because I can't get my stalker to work, either. Only difference is, it worked for a little while, then came up with "working" that would go on for a couple days before I just shut it of. Reloaded openelec kodi (this on a raspberry pi) and the "working" went away but even with all the numbers and server page setups the same, it refuses to do the nfps channels. So I powered down the RPi, and tried in on a PC (linux). No joy there, either. I've lost 2 or 3 months of TV because of this <censored> and, like you, am ready to blowtorch the <censored> thing.

Several of the suggestions are straight forward, but I don't see any ackowledgement of attempting the suggestion. I mentioned...

"Kodi's native PVR Stalker client is disabled until you configure and enable."

Did you configure and enable it?
