What units have built in portals?

Somebody recommended that if I wanted a unit with both private IPTV and Kodi, that I should look for a unit that has a built in portal? Can somebody explain to me what a portal is, why it is important and what units out there currently has this feature? Thank you in advance.

I would take a look at the dreamlink t1 and the Tvonline 4 both have similar specs and should be good boxes. they have KODI and IPTV built in and should be able to handle multiple portals. A portal is usually a URL that is put in to communicate with a server somewhere in the world and that give you iptv service.
