no buffering here. love the quality when my gf watch discovery id. so its not the server the bitrate is much higher ~2.5Mbit vs ~0.8Mbit SD.
this is for the kodi users.
try download psycon's advancedsettings.xml if it buffers a very short time setting the 8 secs post buffer up could help, it did for my friend.
you can also copy/paste this and put in /userdata/advancedsettings.xml you will probably have to create the file, notepad is fine. this is what I used for my friend:

for the guy I know it kept it not falling below 20% and fluctuating up and down which is fine.
the other option has been mentioned, try a vpn.
