Sorry, that's for 1.0.3, wasn't sure what it was for the Kodi 15 version.
Did you specifically try to find TV29.db and delete it?
Yes, I HAVE deleted it.
Would it be worth just upgrading to 16 and having the newer version of the PVR?

There is no hurt in trying that. I recommend starting from fresh, but that would delete all your other addons, which actually may be a good thing. You would do that by uninstalling Kodi, and when it asks if you want to delete your userdata folder, click on the box that would allow it.
If your on Fire TV. Go to manage installed application and clear data. It wipes kodi without uninstalling and re-sideloading it

Okay, I rebooted Kodi and I'm no longer getting the error message - downside is, nothing is happening at all. It tells me there's no PVR client available when I click on the live tv optiion on my home menu, yet it's enabled?
Should I just start the whole thing from scratch?

I did this and I still got the same error. Even upgraded to Kodi 16 to see if, for whatever reason, that might be my issue. I get authentication failed, retrying now.
I think I need to change my MAC address though as that's the final thing to try but I've already done the max searches for one day as I tried so many times last night... But I also need to downgrade to 15.2 again as some of my add ons don't work properly on 16.

Had same issue.
Kodi 15.2 running on my WETEK box on OpenElec.
tried clearind data didn't work.
went on rocket site. reset IPTV
then went on settings, disable TV and did another clear data.
Enabled TV and system is back up.
my two cents...
