You haven't been charged.. thats an indication right there that there was likely an issue with your payment. If they don't get paid they are not going to send you codes.
Cancel that order number and reorder but I would call my credit card company and inform them that you are making this purchase and the amount and tell them to let it thru and only to let 1 payment go thru.
