I can't find Smart IPTV 1.3. I have look under entertainment and it is not there. Is there any chance that this app was not added?

Captain you had the wrong "Smart IPTV" app. The smart TV app I am looking to add is the one that comes with the Samsung and LG television. There is an Android version available now.
