I figured it out with help from the other thread running about this issue. Someone posted this:
In Kodi, go into settings, video settings, acceleration, disable libstagefright, disable mediacodec....

Amazon Fire TV vs. Fire TV stick
I've owned a Fire TV stick for a while now. I run Kodi 15.2 on it with IPTV Stalker version 9.0.21. Stalker usually works fine with an occasional buffering issue her or there.
